Leo Black once "owned" Port Noir, controlling what seemed to be every square block of the southern city, effectively handling entire neighborhoods and his import company, Black Imports Co.  After years of being attacked and pushed down by The Mayor, Judge Wong and an aggressive effort by Boss Boston he now lives in hiding.
